Strategic organizational management: the question of human resources and of managerial development

Abstract
The changes occuring in society and of so vertiginous a rhythm that they even demand from all of us new ways of thinking, new altemative models capable of giving significance to the phenomena with which we are dealing. Different environmental forces both condition strategies of performance and influence the values and behaviour of the organizational actors. As regards human resources, the challenge is a critical one, since people are only able to use their energy in behalf of the organization if under a professional motivation. Managers have a great responsability in building up and leading competent and engaged working groups, without which organizations are unable to conceive their altematives for a successful action. That is the reason why programs of development of human resources are in themselves a vigorous strategy for organizational renovation.
