Ethics & Conduct

Public Management and Citizenship Journal (CGPC) is a journal of the Getulio Vargas Foundation School of Business Administration (FGV EAESP) published by RAE-publications’ journals area.

The journal undertakes, as a publication which abides by and disseminates ethical conduct, to fully adhere to four fundamental documents:  

1) Getulio Vargas Foundation Code of Ethics and Compliance,

2) RAE Guidelines;

3) ANPAD Good Practices in Scientific Publication: a manual for authors, reviewers, editors and parties integrating the Editorial Bodies; and

4) COPE-Committee on Publication Ethics.

Additionally, in the diligences involved in protecting copyrights, the articles submitted for publication in the CGPC are checked for similarities with iThenticate software, an internationally recognized professional platform, before being forwarded to desk review, and the Editor-in-chief is in charge of deciding whether or not to forward them to be evaluated as exclusively unpublished papers. Any suspicion of plagiarism will be handled accordingly to the COPE policies.

Therefore, to participate and perform a role in the scientific certification and publication in the CGPC – authors, reviewers, editorial committee, scientific editorial board, editors, editorial team – full adherence to the main code of ethics and conduct informed above and also described below is required, and also to position oneself as a reference of conduct and ethical integrity.

The topics described next are orientations [1] on ethics and conduct for the whole community contributing to the CGPC and they are inspired in the Ethical Norms and Code of Conduct of reference in the Brazilian academy of Public Administration. 

ETHICAL CONDUCT - AUTHORS

  1. To choose the correct journal where to publish their articles.
  2. To ensure the integrity of the data presented in the articles.
  3. To guarantee the authenticity and originality of their articles.
  4. To make proper quotations and to identify the sources when using third-parties’ materials.
  5. To make sure their articles do not contain any slanderous and defamatory statements and that they do not violate any third-parties’ intellectual, commercial or industrial rights.
  6. To make sure that their articles are not being evaluated by other journals.
  7. To inform any potential conflicts of interests created by their articles as soon as possible.
  8. To inform the editor immediately should any flaws be identified in the articles and to correct them forthwith, both before publication and/or by publishing an erratum when the error is identified after the article has been published.
  9. An author who submits an article and is its main author will make sure that the authors who have signed the paper submitted for publication have effectively contributed to its creation and elaboration.
  10. To check whether their articles have proper contents and are in the correct format for the journal they have chosen.

ETHICAL CONDUCT – AD HOC REVIEWERS

  1. To be a reference of conduct and ethical integrity.
  2. To ensure confidentiality, impartiality and integrity when evaluating articles.
  3. Not to use, by any means whatsoever, any privileged information they have learned when reviewing articles.
  4. To help perfecting articles with critical and constructive reports.
  5. To meet the review’s deadline agreed with the editor.
  6. To warn editor about any possible conflicts of interests able to hinder the integrity of the reviewing process.
  7. To warn editor about any similar papers published or submitted for publication.

 

ETHICAL CONDUCT – EDITORIAL COMMITTEE

  1. To strengthen within the scientific-academic environment the practice of ethical conduct in all processes involving submission, peer review and publication of the journal.
  2. Not to use, by any means whatsoever, any privileged information they may have learned as a member of the Editorial Committee.
  3. To warn the editor-in-chief about possible conflicts of interests able to hinder the integrity of their performance as a member of the Editorial Committee of the journal.

ETHICAL CONDUCT – SCIENTIFIC EDITORIAL BODY

  1. To ensure ethical conduct in all processes involving review and scientific certification of the papers submitted for publication.
  2. To warn editor in chief about similar papers published or submitted for publication and/or any other pieces of information relevant for meeting ethical standards in the publication.
  3. To guarantee confidentiality, impartiality and integrity as a member of the Scientific Editorial Body.
  4. Not to use, by any means whatsoever, any privileged information they may have learned as a member of the Scientific Editorial Body.
  5. To suggest honest reviewers directly related to and performing in the specific area of the paper submitted for publication.
  6. To help perfect papers effectively, to stimulate reviewers to make a critical review of the papers by perfecting and complementing their respective reviews.
  7. To meet the deadline of the review agreed with editor.
  8. To warn editor about any possible conflicts of interests able to hinder the integrity of the review process.

 

ETHICAL CONDUCT – EDITOR-IN-CHIEF

  1. To make sure all processes involving submission, peer review and publication in the journal are ethically conducted.
  2. To guarantee integrity, impartiality, confidentiality and transparence in the process of scientific certification of the articles submitted for publication.
  3. To ensure quality, originality, accuracy, coherence, diversity of thought in the papers approved for publication.
  4. To make sure that an ethical conduct, integrity, impartiality, transparence and agility are applied in the communication with the different actors involved in the processes of submission, evaluation and publication of articles.
  5. To highlight the contribution of the journal to the advancement of knowledge.
  6. To ensure the journal’s sustainability and development before the scientific, academic and entrepreneurial communities.
  7. To make efforts in order to improve the journal constantly.
  8. To set and manage policies of conflict of interests of the different actors who participate in the process of scientific certification and publication of journals.
  9. To define and put into practice policies of prevention of and sanctions to ethical misconduct.

 

ETHICAL CONDUCT – EDITORIAL TEAM

  1. To guarantee ethical conduct in all processes involving submission, peer review and publication of the journal.
  2. To ensure integrity, impartiality, confidentiality and transparence in the process of scientific certification of the articles submitted for publication.
  3. To guarantee a high standard of ethical conduct, integrity, impartiality, transparence and agility in the communication with the different actors involved in the processes of submission, evaluation, preparation and publication of articles.
  4. To warn the immediate supervisor about possible conflicts of interests able to hinder the integrity of their performance in the editorial team.

 

INTELLECTUAL PROPERTY

The CGPC undertake to help protecting authors’ intellectual rights. On this matter:

         They adopt the Creative Commons BY license(CC-BY) in all texts they publish, except when there are specific holders of copyrights and property rights.

         They use Crossref Similarity Check.

         They take actions to fight plagiarism and ethical misconducts aligned with the RAE-publications Code of Ethics, which abides by the guidelines of the Committee on Publication Ethics (COPE).

 

STATEMENT OF ORIGINALITY AND RESPONSIBILITY

         The articles submitted should not have been previously published, both nationally and internationally, they should not be under consideration for publication and/or have not been published in any other journals or divulgation media, except papers presented in congresses. The contents of the articles signed are under author(s)’ exclusive responsibility. When submitting an article, authors guarantee that they are not in violation to any third-parties’ copyrights or other rights. Quoting parts of articles is allowed to be published without previous authorization, provided that their sources are identified.

         Should a research quoted in an article refer or quote a company, when the article is approved its author(s) undertake(s) to present a statement of the company quoted authorizing the publication of its research results in a journal. Said statement shall be written on pages bearing the company’s letterhead, it should be signed by its legal representative and the original copy containing said signature should be addressed to the CGPC Editor in time to have the article published after it has been approved. 

         Before articles are published the CGPC are responsible for sending the final version of the manuscript to be approved by authors together with the Declaration of License of Property Rights (internal institutional form) to be signed and validated.

 

GOOD-PRACTICES VIOLATION POLICIES

The Public Management and Citizenship Journal (CGPC) adopt the practices set in the RAE-publications Code of Ethics for matters related to errata, disclaimer and manifestation of concerns, which follows the policies set by the Committee on Publication Ethics (COPE) in the following cases:

- when an articles is submitted

- after an article has been published

  1. Suspicion of similarity

- when an article is submitted

- after an article has been published

  1. Suspicion of data fabrication

- when an articles is submitted

- after an article has been published

  1. Authorship altered (inclusion/exclusion)

- when an articles is submitted

- after an article has been published

  1. Suspicion of authorship (“ghost”, “guest” or “gift”)
  2. Suspicion of conflicts of interests undeclared by author

- when an articles is submitted

- after an article has been published

  1. Suspicion of ethical problem in an article submitted for publication.
  2. Suspicion of inappropriate use of information by reviewer.
