The main subject of this work is organization design, an English expression, meaning the complex process of structuring organizations. that involves more elements than those ones usually presented in organigrams.

The present work approaches the problematic of Human Resources in the Municipal Public Administration, specificly in the area of Social Welfare in São Paulo.
