Mulheres e eleições : a representatividade feminina no Rio de Janeiro

Abstract

A presente pesquisa tem como objetivo analisar a participação das mulheres na política por meio da construção de suas candidaturas para cargos eletivos, em especial para a Câmara de Vereadores do Rio de Janeiro. Na legislatura mais recente do Legislativo municipal, de 51 vereadores, apenas sete mulheres conquistaram uma cadeira no Palácio Pedro Ernesto. Tal número reflete a realidade de todos os parlamentos brasileiros e da maioria dos parlamentos do mundo. Desta forma, este estudo se propôs a analisar os fatores que afastam as mulheres da política e os mecanismos que poderiam promover uma maior presença feminina nos espaços de decisão. Para isso, este trabalho esteve focado em três vertentes: a história da participação feminina na política, uma análise dos perfis das eleitas da Câmara Municipal do Rio de Janeiro nos últimos 20 anos e uma série de entrevistas com as representantes dos setoriais de Mulheres de oito partidos. Tais entrevistas tiveram o objetivo de ouvir daquelas que militam, que atuam para preencher as cotas de gênero; que debatem a divisão de verbas dos Fundos Partidário e Eleitoral, e que incentivam as novas candidaturas, o que as legendas vêm fazendo para tentar tornar o cenário político mais equilibrado.

The present research aims to analyze the participation of women in politics through the construction of their candidacies for elective positions, especially for the City Council of Rio de Janeiro. In the most recent legislature of the municipal City Council, of 51 councilors, only seven women won a seat at the Pedro Ernesto Palace. This figure reflects the reality of all Brazilian parliaments and most parliaments in the world. Thus, this study aimed to analyze the factors that keep women away from politics and the mechanisms that could promote a greater female presence in decision-making spaces. To this end, this work was focused on three aspects: the history of female participation in politics, an analysis of the elected representatives for the City Council of Rio de Janeiro in the last 20 years and interviews with representatives of the Women´s offices of eight parties. Such interviews were aimed at hearing from those who militate, who work to fill gender quotas; who debate the division of funds – Partisan and Electoral, and who encourage new candidates, what the parties have been doing to try to make the political scenario more balanced.
