O desafio da gestão metropolitana: quem vai pagar pelos abrigos públicos?

Abstract

O caso trata do desafio enfrentado por Fernanda, Secretária de Transporte de Estado, para viabilizar a implantação de abrigos de ônibus em uma importante região metropolitana brasileira. A instalação de novos abrigos era indispensável à urgente ampliação da rede de transporte, porém não havia consenso entre os Municípios integrantes da RM sobre quem iria custear a ação. A decisão seria tomada pelo Conselho Metropolitano, composto por representantes dos Municípios e presidido por Fernanda, representando o Estado. Após meses de discussão, Fernanda tomou as rédeas da coordenação do projeto para estudar alternativas. A saída encontrada foi associar a instalação dos abrigos a um interesse econômico e transferir o custo ao setor privado. Em contrapartida à instalação dos abrigos, as empresas contratadas receberam o direito de implementar e explorar centros comerciais nos Municípios.

This case study deals with the challenge faced by Fernanda, the Secretariat of State Transport, to reach an agreement with the Municipal authorities of an important metropolitan region in Brazil on how to implement new bus shelters. The bus shelters were crucial to the expansion of the transit network, but the Municipalities disagreed on who should bear the costs of such a project, and most of them did not want to contribute. The decision should be made by the Metropolitan Council, formed by representatives of each Municipality and Fernanda, as the representative for the State. After months of debate, Fernanda took the lead to coordinate studies on possible alternatives. The chosen strategy was to transfer the cost to the private sector, through a project that linked the duty to implement the shelters with the grant of the right to built and run shopping centers in the cities.
