Lessons learnt from an unsuccessful G2G endeavor in brazil

Abstract

In recent years, many governments have seized the moment provided by Information Technology as the ideal opportunity to rethink their administrative praxis. This restructuring concentrates not only on the internal aspects involved, but also on those related to the relationship between government and other organizations. This work seeks to analyze the main obstacles that resulted in the deployment of an unsuccessful G2G (Government to Government) enterprise in Brazil due to user resistance to Information Systems. In order to achieve this, case study explanatory methodology based on a recent real-life case was adopted, namely the digital link between the Brazilian Central Bank and the Federal Senate. Some lessons are drawn with respect to the importance of adequately managing the change associated with an endeavor such as the one analyzed in order to assist policy makers and public administrators in dealing with this new field of knowledge.

En años recientes, muchos gobiernos han aprovechado el momento brindado por la Tecnología de la Información como la oportunidad ideal para repensar su praxis administrativa. Esta reestructuración se concentra no solamente en los aspectos internos atinentes, sino también en aquellos concernientes a la relación entre el gobierno y otras organizaciones. Este trabajo trata de analizar los obstáculos principales encontrados en un intento infructuoso de G2G (Gobierno a Gobierno) en Brasil, debido a la resistencia del usuario con relación a los Sistemas de Información. A fin de lograr esto, se adoptó uma metodología explicativa de estudio de caso basada en un caso reciente de la vida real, consistente específicamente en el enlace digital entre el Banco Central de Brasil y el Senado Federal. Se extraen algunas lecciones con relación a la importância de administrar de manera adecuada el cambio asociado a una tentativa tal como la que se analiza.
