Metonímias da participação pacificada

Abstract

O objetivo deste estudo foi o de, por um lado, identificar os significados atribuídos à participação nas práticas sociais de diferentes atores envolvidos no contexto de implantação da Política de Pacificação em quatro comunidades na cidade do Rio de Janeiro, e por outro lado, analisar as tensões e contradições apresentadas em relação às políticas e metodologias participativas implementadas por programas governamentais de gestão social em territórios pacificados. A análise procurou considerar as múltiplas formas de participação e associativismo, construídas ao longo da história de cada comunidade, no seu processo de embate e resistências que definem seus repertórios de ação coletiva. Os resultados mostram que os agentes públicos utilizam diferentes metonímias, combinando similaridades e contiguidades, para referirem¬se a participação, tais como: aproximação; convencimento; governança matricial; fortalecimento de capital social. A retórica utilizada nestes discursos é confrontada com os significados atribuídos pelos moradores, em uma disputa por hegemonia e compartilhamento de poder.

The objective of this study was to identify, on the one hand, the meanings assigned to the participation in the social practices of different actors involved in the context of implementation of the policy of Pacification in four communities in the city of Rio de Janeiro, and on the other hand, examining the tensions and contradictions presented in relation to policies and participatory methodologies implemented by governmental programs of social management in pacified territories. The analysis sought to consider the multiple forms of participation and associativism, built along the history of each community, in their clash and resistances that define their repertories of collective action. The results show that public officials use different metonimias, combining similarities and contiguidades, for they deal with participation, such as: approach; persuasion; matrix governance; strengthening of social capital. The rhetoric used in these speeches is confronted with the meanings assigned by the locals, in a dispute over hegemony and power sharing. The aim of this research was, firstly, to identify the significations of participation in the social practices of different actors involved in the Pacification Policy implementation in four poor neighborhoods in Rio de Janeiro. Secondly, to analyze stresses and contradictions presented in the participation methodologies designed by social programs developed in the pacified territories. Instead, we considered the multiple forms of associative life and participation in the favelas, built along the dwellers history of each territory. This provides the repertory of collective action of each group. We found different public agents using several forms of metonyms to designate their conception of participation, such as: proximity; convincement; matricidal governance; strength of social capital. This rhetoric is confronted by the discourse of the inhabitants in a dispute of hegemony and search for power sharing.
