A reforma do estado dos anos 90: lógica e mecanismos de controle

Abstract

The foundations of the state reform are examined in four dimensions: the demarcation of the institutional scope of the state and the reduction of its size; the definition of the regulating role of the state; the growth of governance; and the growth of governability. It is argued that the ongoing reestruturation aims at regaining the power of the state for promoting development.

Examina-se a fundamentação da reforma do Estado em quatro dimensões: delimitação da abrangência institucional e redução do tamanho do Estado; demarcação do papel regulador do Estado; aumento da capacidade de governança; e aumento da governabilidade. Argumenta-se que a reestruturação em curso, nessas quatro dimensões, tem por objetivo recuperar a capacidade do Estado de promover o desenvolvimento.
