Corrupção, instituições e desenvolvimento: a corrupção tem impacto sobre o desempenho econômico?

Abstract

Será utilizada neste estudo uma visão institucionalista do processo econômico, calcada basicamente no chamado 'novo institucionalismo'. Iremos relacionar a corrupção, instituições e capital humano e analisar a relação entre eles. Iremos transcorrer sobre a ética, leis, instituições e a importância do capital humano e do desenvolvimento econômico dos países para explicar e até mesmo justificar o aparecimento de comportamentos que aparentemente fogem ao 'racional' do homem. Buscamos nos últimos capítulos incorporar a matemática e a estatística como ferramentas de análise para testar nossas hipóteses. Neste trabalho apresentamos algumas razões para o surgimento da corrupção entre os homens e a relação entre os incentivos e a sua continuidade. Avaliamos a importância da ética e da sua forma materializada em leis e instituições; a relevância do desenvolvimento econômico como incentivo ao comportamento distorcido de indivíduos e finalmente quais são os principais pontos que são o foco para o surgimento da corrupção no setor público.

In this study will be utilized an institutional vision of the economic, called the “newinstitutionalism”. We are going to relate the corruption, institutions and human capital and analyze the relation between them. We are going to pass throw the ethics, laws, institutions and the importance of the human capital and the economic development of the countries to explain and to even justify the appearance of behaviors that apparently escape the “rational”. In the last chapters we’ll incorporate the mathematical and the statistical tools to analyze our hypotheses. In this work we present some reasons for the sprouting of the corruption between the men and the relation between the incentives and to its continuity. We uncover the importance of the ethics and of its form materialized in laws and institutions; we’ll be able to analyze the relevance of the economic development as an incentive to the distorted behavior of individuals and finally which are the main points that are the focus for the development of corruption in the public sector.
