Política pública para migrantes no município de São Paulo: análise de ações de acolhida

Abstract

The present work makes a qualitative study of the analysis of the public policies directed to the migrant population of the Municipality of São Paulo, especially concerning temporary shelter solutions. It demonstrates that the actions are formulated by the Coordination of Policies for Migrants of the Municipal Secretariat of Human Rights and Citizenship and are implemented through the four Municipal Houses of Reception: Bela Vista, Pari, Penha and Gilza Peloso, linked to the structure of the Municipal Secretariat of Social Assistance Development. It provides a brief theoretical background of the concept of migrant in the world and an analysis of public policies, as well as the study of good practices and regulatory frameworks in Brazil, world and International Organizations. From the references, they are diagnosed as service needs, presenting proposals and recommendations for the continuity of the policy.

O presente trabalho realiza um estudo qualitativo de análise das políticas públicas voltadas à população migrante do Município de São Paulo, especialmente no tocante às ações de acolhida. Demonstra que estas ações são formuladas pela Coordenação de Políticas para Migrantes da Secretaria Municipal de Direitos Humanos e Cidadania e são implementadas através das quatro Casas de Acolhida municipais: Bela Vista, Pari, Penha e Gilza Peloso, vinculadas à estrutura de acolhida da Secretaria Municipal de Assistência e Desenvolvimento Social. Realiza uma breve contextualização teórica sobre o migrante no mundo e a análise de políticas públicas, bem como o estudo de boas práticas e panoramas regulatórios brasileiros, estrangeiros e de Organizações Internacionais. A partir destas referências, são diagnosticadas as necessidades do serviço, apresentando-se propostas e recomendações gerais para a continuidade da política.
