This report tackles the diversity of systems that gather data on immigration in Brazil. Based on previous work on the immigration process in the country, we were able to identify which bodies work in each moment of data collection and which systems are fed by these processes. The results of this research point towards the fragmentation and lack of standards of migration processes, systems and databases. The difficulties presented by Brazilian immigration databases were empirically witnessed by researchers gathering data to compare the situation of migration in Brazil to that of OECD countries. This comparison was based on OECD standards, according to the International Migration Outlook 2016. In order to present data about the Brazilian case, we had to check different databases, which shows how hard the process is for researchers and public policy makers to get information prior to the development or their work. Based on previous benchmarking on other countries’ migration policies and databases, we suggest some improvements for Brazil. These suggestions are especially relevant in the recent context. The approval of a new Migration Law in Brazil presents us with an opportunity to improve migration policy, management and databases during the regulation of this legal instrument. In parallel, Brazil’s bid to join the OECD makes it even more important for migration systems to be integrated and standardized in order to include Brazil in the institution’s work and research.

Face o atual contexto migratório global, entendemos a importância de problematizar a inserção do Brasil nos fluxos de imigração. É a primeira vez que o país entra na rota das migrações provenientes do (para o) Sul Global (Cavalcanti, 2017b). Herrera (2017) associa, em grande medida, ao recrudescimento das políticas migratórias e movimentos xenofóbicos provenientes dos governos dos países do Norte Global. O artigo objetiva apresentar resultados do projeto de pesquisa em andamento focado nos impactos dos novos fluxos migratórios para o Brasil. A investigação está fundamentada teoricamente em abordagem multidisciplinar do tema da imigração, e a pesquisa original está estruturada em diferentes etapas que adotam metodologias quantitativa e/ou qualitativa. Neste artigo, apresentamos os resultados da análise de base de dados acerca dos fluxos, da pesquisa documental comparativa dos países selecionados e da análise de redes sociais em episódios que denominamos críticos, tais como o momento em que a Lei de Migração foi sancionada e dos crescentes fluxos de refugiados venezuelanos.

Diante dos desafios enfrentados no mundo contemporâneo a respeito das questões migratórias, e do momento crucial de posicionamento da agenda pública brasileira sobre esse tema - com a recente regulamentação da nova lei de migração -, a FGV/DAPP e o Observatório de Migrações Internacionais da Universidade de Brasília (OBMigra/UnB) buscam juntar esforços na produção de conteúdo para qualificar o debate sobre migrações no Brasil. Tendo em vista o referido cenário, a parceria objetiva produzir periodicamente análises conjuntas sobre a inserção laboral dos migrantes, de acordo com os diferentes perfis (trabalhadores temporários, refugiados, trabalhadores portadores de visto humanitário, entre outros), com foco em suas ocupações e níveis de qualificação. Os dados e as análises produzidas em parceria podem qualificar o debate com informações valiosas, num momento em que o fenômeno migratório passa por transformações importantes em todo o mundo e também no Brasil. Neste documento vamos mostrar como o cruzamento de dados do Ministério do Trabalho (MTE) produz informações que permitem uma análise atualizada, em linha com as informações existentes para os nacionais, sobre a inserção dos migrantes, em seus diferentes perfis, no mercado de trabalho brasileiro

Increased levels of international migration have become a significant political issue in many countries in recent years. In the case of Brazil, the immigration law, created in 1980 and still in force, is reminiscent of the period of the military dictatorship, focusing on national security and restricted to the attraction of qualified labor. The difficulties imposed by the law are intensified by a nonintegrated administration of immigration, among different State actors, marked by slow and inefficient bureaucratic processes, whose greatest bottleneck is the service provided in immigration posts. At the beginning of the 2010s another two immigrant profiles appeared: nationals from the Mercosul countries, and refugees, especially Haitians, creating a type of immigrant hierarchy, distinguishing between desirable and undesirable immigrants, with differentiated access to legal, social, and cultural resources for their integration in society, a reality also found in other countries. Based on qualitative research carried out with immigrants, both legal and illegal, this paper aims to discuss in a comparative manner the economic and social insertion strategies used by these three profiles of migrants expatriates, immigrants, and refugees – to deal with migration control mechanisms and constraints in Brazil. That new type of immigration, in opposition of the flow of European origin, is black or brown and suffer prejudice from society, media and even sectors of public power. The article concludes that the immigrants who obtained success in integrating themselves in the labor market were not necessarily those who had better professional performance, but those who understood the different strategies of social navigation, in which Brazilians create modes of facing the specific contradictions and paradoxes between the law and the social reality, in a typically Brazilian manner. At last, we propose that Brazil might be considered what the literature calls a case of "reverse immigration policy paradox"

There is a consistent literature suggesting that migration incentives can be a powerful tool for fostering new technologies and boosting development, softening the demographic transition, and making the labor market more dynamic in specific regions, contributing to the reduction of regional disparities. This paper provides a synthesis of research carried out by FGV/DAPP - Department of Public Policy Analysis of Fundação Getulio Vargas (Brazil) – aimed at identifying the institutional obstacles faced by Brazilian Work-Led Immigration Policy in attracting qualified immigrants and also providing recommendations on how to use immigration as a strategic vector for technological development. It was based on multidisciplinary research, consisting of the following: data analysis; comparative policy analysis; focus groups and interviews; legal framework analysis; and operational process mapping. The results of each of these contributed to the drafting of a set of recommendations for new policy mechanisms and adjustments that were partly implemented by the Brazilian Government through a decree (no. 8757/2016). Recommendations ranged from structural changes (integrating information and responsibilities among government agencies) to legal changes (creating specific visas for those willing to open innovative start-ups, for example).
