Atuação municipal no combate às mudanças climáticas: a experiência de Salvador

Abstract

Ao longo das últimas décadas, os países têm se preocupado em discutir e implementar uma agenda para alcançar e garantir maior desenvolvimento sustentável alinhado à preservação ambiental e mitigação dos efeitos das mudanças climáticas, através de acordos internacionais. Sob este aspecto, as cidades podem exercer um papel fundamental na formulação de políticas voltadas para estes objetivos, e cada vez mais, cresce a preocupação e engajamento dos governos locais em implementar práticas para avançar na agenda climática e atuar de forma mais sustentável. Para compreender a evolução das discussões, atual momento da agenda climática, objetivos perseguidos e responsabilidades adotada pelos governos nacionais, este trabalho faz um resgate histórico e contextualização das discussões em âmbito internacional. A experiência de Salvador na elaboração de um Plano de Ação Climática serviu como referencial para reforçar o papel das cidades e governos locais neste desafio e o caminho percorrido para viabilizá-lo.

Through different international agreements, the International Community has been increasingly concerned in the last decades with implementing an agenda for guaranteeing broader sustainable development aligned with environmental preservation and mitigation of climatic changes. Concern and engagement of local governments with the topic is increasingly higher and cities may exert an important role in formulating public policies devoted to sustainable development, advancing in the climate agenda, and acting in sustainable manner. To understand the Evolution of discussion around the matter, the current moment of the climate agenda, the goals and the responsibilities adopted by national governments, this article focuses on a historical contextualisation of international discussion on climate policies and sustainable development. It focuses on the experience of the city of Salvador in elaborating a Plan for Climate Action served as a reference for strengthening the role of cities and local governments in the challenges related to climate change, as well as the paths taken to make the plans viable.
