Entre a obrigatoriedade e a execução: as fundações partidárias no Brasil e a formação política

Abstract

Diante da importância dos partidos políticos para o funcionamento dos regimes democráticos contemporâneos, é fundamental compreender como as agremiações partidárias se estruturam e as organizações que se relacionam formalmente com elas. No Brasil, a partir da estrutura legal desde a pregressa Lei dos Partidos Políticos de 1965 (LOPP n. 4.740/65, incisos IV e V, revogada), é facultado aos partidos políticos a criação de fundações partidárias para estimular a educação e formação política em âmbito nacional. O objetivo deste trabalho, portanto, é descrever, sistematizar e discutir as principais contribuições nacionais e internacionais para o estudo dessas fundações, sobretudo, no que se refere à análise da estrutura e do funcionamento interno e sua relação com o modelo e material de formação política produzido por estas organizações.

So as political parties have been acknowledged as essential organizations for the functioning of contemporary democratic regimes, it is fundamental to understand how party organizations are arrangemented and the institutions formally related to them. In Brazil, from the legal framework since the previous Law of Political Parties from 1965 (LOPP n. 4.740/65, items IV and V, repealed), it is bestow for political parties to create party foundations to stimulate political education and formation at the national level. The purpose of this work, therefore, is to describe, systematize and discuss the main contributions both nationally and internationally to the study of these foundations, especially with regard to the analysis of the structure and internal functioning and its relationship with the model and material of political formation produced by these organizations.
