A atuação do Sistema Único de Assistência Social (SUAS) no contexto da pandemia da COVID-19: a experiência do arranjo local adotado pela Unidade de Gestão de Assistência e Desenvolvimento Social da Prefeitura de Jundiaí/SP

Abstract

A proposta deste trabalho foi identificar a experiência do arranjo local no âmbito do Sistema Único de Assistência Social (SUAS) adotado pelo município de Jundiai/SP no contexto da pandemia da COVID-19. Apesar do SUAS configurar um organizado sistema, contando com uma rede de serviços socioassistenciais garantidora de proteção social no nível local, os impactos apresentados pela pandemia exigiram medidas emergenciais capazes de proativamente responder ao aumento da situação de vulnerabilidade social instalada e a cobertura de serviços aos prioritários grupos populacionais no território. Portanto, buscou-se identificar a principal resposta da gestão municipal ao contexto, caracterizando-a como arranjo local adotado no âmbito do SUAS. A identificação considerou eixos e dimensões apresentadas no referencial teórico no campo da governança e arranjos institucionais. Considerou ainda, diretrizes da Política Nacional de Assistência Social (PNAS), organizada pelo SUAS. Com o objetivo de respaldar contribuições para o aprimoramento do arranjo local, buscou-se a experiência do município de Florianópolis/SC, apontando convergentes estratégias com o modelo adotado pelo município de Jundiaí/SP. Com o trabalho, foi possível identificar pontos críticos e necessidade de absorção da demanda gerada pela pandemia na estrutura local do SUAS. Para tanto, foi proposto um plano de melhorias com sugestões de aprimoramento da governança, relações horizontais e verticais estabelecidas, além da dimensão territorial no complexo contexto apresentado pela pandemia da COVID-19.

The proposal of this work was to identify the experience of the local arrangement within the Single System of Social Assistance (SUAS) adopted by the municipality of Jundiai/SP in the context of the COVID-19 pandemic. Although SUAS configures an organized system and counts on a network of social assistance services that guarantee social protection at the local level, the impacts placed by the pandemic required emergency measures capable of responding proactively to the increase of the installed social vulnerability situation and the coverage of services to the priority groups in the territory. Therefore, we sought to identify the main response of municipal management to the context, characterizing it as the local arrangement adopted within the scope of SUAS. The identification considered the axes and dimensions presented in the theoretical framework in the field of Governance and Institutional Arrangements. It also considered the guidelines and the National Social Assistance Policy (PNAS), organized by the Single System of Social Assistance (SUAS). In order to support a contribution to the improvement of the local arrangement, the experience of the municipality of Florianópolis/SC was sought, which points out several strategies converging with the model adopted by the municipality of Jundiaí/SP. With the work, it was possible to identify critical points and the need to absorb the demand generated by the pandemic in the local structure of SUAS. To this end, an Improvement Plan was proposed with suggestions for improving governance, horizontal and vertical relationships established, in addition to the territorial dimension in the complex context placed by the COVID-19 pandemic.
