O planejamento estratégico e sua correlação com as leis orçamentárias municipais

Abstract

The objective of this study was to analyze the benefits of aligning the strategic planning to the municipal budget laws, in particular to the pluriannual plan. The methodology used was a brief review of the concepts related to the New Public Management, the management of results and budget laws provided in the Federal Constitution. It was presented the experience of the city of Sorocaba in integrating its strategic plan to budget legislation, comparing it to the city of Osasco.

O objetivo deste trabalho foi analisar os benefícios em alinhar o planejamento estratégico às lei orçamentárias do município, em especial ao plano plurianual. Como metodologia foi utilizada uma breve revisão dos conceitos relativos à Nova Gestão Pública, à gestão de resultados e às leis orçamentárias previstas na Constituição Federal. Foi apresentada a experiência do Município de Sorocaba em integrar o seu planejamento estratégico à legislação orçamentária, comparando-a com a do Município de Osasco.
