      ABSTRACT The thesis investigates the functioning of the kind of incentives for cultural projects known as Mecenato [patronage], which is part of the most important public policy to encourage culture in Brazil, the Programa Nacional de Apoio à Cultura [National Cultural Support Program] (Pronac), established by the so-called Rouanet Law (8.313/91), with particular attention to projects which aim to create and maintain museums. By the analysis of the data extracted from the website Sistema de Apoio às Leis de Incentivo à Cultura [Support System for Cultural Incentive Laws] (SalicNet), it was possible to identify the main beneficiary institutions, their sponsors and the amounts involved in the incentive, making possible to verify that the Program's contingencies ended up to favor the formation of a consortium of interests, which especially benefited a restricted group of cultural institutions under the direct or indirect management of large companies, constituting what we call “mecenato de alianças” [“agreement patronagem”]. Although approved based on liberal arguments, looking for a broad mobilization of society and the democratization of access to sponsorships, Pronac, on the contrary, caused an imbalance situation on the promotion of culture in the country. The public resources offered through tax incentives were increasingly controlled by a restricted group formed by agents of connection between the financial and cultural worlds, without guaranteeing the social control of these resources, deconstructing the idea of philanthropy, associated to national elites, and reiterating the privilege as permanent features in Brazilian society.
