Common sense links the lack of quality of public education to insufficient financial resources available. Also in academic environment, scholars argue that there are not enough resources to provide a quality education, while other scholars argue that, despite the limited resources available, the biggest problem is the lack of efficiency of financial investments by the public operator. In this research, two analyses were made: the first one correlation the quality of education to the financial investment in a quantitative perspective of these investments, using a bi-variable analysis model, while the second analysis relates the quality of education to the financial investment in a qualitative perspective of these investments, using the allocation of financial resources for classifying them. The results of this research show that financial investments in education should not be linked only in the amount of financial investments. The financial investments can be allocated in various types of expenses in the educational universe, such as: salaries of teaching, food and school transport, distribution of uniforms, materials, fisic structure, among others. Some of these expenses add greater value to education than others. Thus, the priority of the public educational policies is directly linked to the quality of local education.
