Resumo

The service provision of residential care for children and adolescents is still a major challenge for organizations that perform this work, not only for the current profile changes of the sheltered, which now requires new institutional responses, but incluse the fragility of the structure of public funding. Thus, this study aims to identify the main weaknesses of the structure of public funding that service from the case study of the Shelter Program of Solidarity Solidarity League, non-profit social organization that maintains three shelters via agreement signed with the Secretariat Municipal Social Welfare and Development of São Paulo (SMADS). Therefore, qualitative research was conducted based on semi-structured interviews with managers and technicians Solidarity League, as well as a literature review on the main landmarks of the National Social Assistance, references on the Managerial State Reform and the basic functioning of the Single health System (SUS). Based on data found in the survey, it was possible to make a diagnosis of the current structure of public funding and complement that subsidized the development of an integrated proposal for improvement of the financing structure of the service supported by a comparative analysis with the SUS and rescuing the proposed contracting provided the Managerial State Reform of 1995
