Filiação partidária em movimento : o fenômeno da adesão e migração dos filiados no Estado do Rio de Janeiro

Abstract

A presente tese busca investigar o fenômeno da filiação partidária a partir da análise do caso do Estado do Rio de Janeiro. Objetiva-se, de um modo geral, identificar o panorama da filiação em nível estadual, e contribuir para a apresentação de um fenômeno específico desse processo, que é a migração dos filiados. Já há literatura consolidada na Ciência Política brasileira sobre a migração parlamentar, atestando os incentivos institucionais para a sua ocorrência e os efeitos advindos desse processo. No entanto, os dados apresentados nesta tese evidenciam um cenário ainda mais abrangente de migração, não restrito às elites políticas. Essa mudança entre partidos é discutida de duas formas distintas; inicialmente trabalhando com os dados administrativos do Tribunal Superior Eleitoral, de forma quantitativa e, posteriormente, a partir de entrevistas em profundidade realizadas com filiados migrantes. Em termos de resultado, aponta-se para a centralidade do calendário eleitoral municipal para os fenômenos da filiação e migração partidária. Além disso, destaca-se também que os incentivos para a mudança de partido em relação às bases partidárias distinguem-se daqueles discutidos pela literatura sobre migração parlamentar. Encontram-se, entre os filiados, especialmente considerações sobre cálculos racionais em torno de ganhos políticos-eleitorais, força das nominatas e organizações partidárias, como argumentos acerca da capacidade de atração dos Prefeitos e da coalizão vencedora nas eleições municipais. Os dados, quantitativos e qualitativos, são tratados sempre referenciando as diferenças entre portes de município e ideologia das legendas, de modo a abarcar uma multiplicidade de caminhos que esses cálculos podem levar. Se já há algum consenso de que a filiação partidária é um fenômeno multidimensional, a partir desta tese pode-se dizer o mesmo da sua migração

This thesis seeks to investigate the phenomenon of party affiliation from the analysis of the case of the State of Rio de Janeiro. The objective is, in general, to identify the panorama of affiliation at the state level and to contribute to the presentation of a specific phenomenon of this process, which is the migration of affiliates. There is already consolidated literature in Brazilian Political Science on parliamentary migration, attesting to the institutional incentives for its occurrence and the effects arising from this process. However, the data presented in this thesis evidence an even more comprehensive migration scenario, not restricted to political elites. This change between parties is discussed in two different ways, initially working with the administrative data of the Superior Electoral Court (TSE), in a quantitative way and, later, from in-depth interviews with migrant affiliates. In terms of results, the municipal electoral calendar is central to the phenomena of party affiliation and migration. In addition, it is also noted that the incentives for party change in relation to party bases are distinguished from the incentives discussed in the literature on parliamentary migration. Among the affiliates, there are especially considerations about rational calculations around political-electoral gains, strength of the nominates and party organizations, as well as considerations about the attractiveness of the Mayors and the winning coalition in the municipal elections. The data, quantitative and qualitative, are treated always referring to the differences between the size of the municipality and the ideology of the subtitles, in order to cover the multiplicity of paths that these calculations can take. If there is already a consensus that party affiliation is a multidimensional phenomenon, from this thesis the same can be said of its migration.
