Fundo Amazônia e as estratégias regulatórias

Abstract

O objetivo do presente trabalho é realizar uma análise crítica acerca do Fundo Amazônia, uma iniciativa do governo brasileiro destinada captar doações para aplicações não reembolsáveis em ações de prevenção, monitoramento e combate ao desmatamento e de promoção da conservação e do uso sustentável das florestas na Amazônia Legal. O gestor do Fundo é o Banco Nacional de Desenvolvimento Econômico e Social (BNDES), principal instituição de fomento do Brasil. Pretende-se analisar o histórico das negociações ocorridas no âmbito da UNFCCC, começando pelo Protocolo de Quioto até o surgimento de REDD+. Será trabalhado, também, o tema das estratégias regulatórias de comando e controle e de instrumentos de mercado, tendo como enfoque a política ambiental brasileira. Pretende-se atestar que operações aprovadas e já contratadas, pelo BNDES, por meio do Fundo Amazônia, estariam fora do conceito de fomento público e que estariam funcionando com uma substituição ao orçamento público. O Fundo Amazônia é considerado uma das principais iniciativas de REDD+ no mundo. Para tanto, foi escolhido como metodologia a realização de estudo de caso, onde serão analisadas as operações do Fundo, e a partir desta análise, debater as escolhas adotadas pelo governo brasileiro, acerca da política de combate ao desmatamento, por meio do Fundo Amazônia.

This work aims to conduct a critical analysis of the Amazon Fund, an initiative of the Brazilian government aimed at raising donations for non-refundable applications in actions to prevent deforestation and to promote conservation and sustainable use of forests in the Amazon Region. The fund’s manager is the National Bank for Economic and Social Development (BNDES), Brazil’s main funding institution. The aim is to analyze the history of negotiations within the UNFCCC, starting with the Kyoto Protocol until the emergence of REDD+. The theme of regulatory strategies for command and control and market instruments will also be addressed, focusing on Brazilian environmental policy. It is intended to certify that operations approved and already contracted by the BNDES, through the Amazon Fund, would be outside the concept of public fostering and that they would be working as a replacement to the public budget. The Amazon Fund is considered one of the leading REDD + initiatives in the world. To this end, it was chosen as a methodology to conduct a case study, where the operations of the Fund will be analyzed, and from this analysis, discuss the choices adopted by the Brazilian government regarding the policy to combat deforestation through the Amazon Fund.
