À espera, em ruínas: urbanismo, estética e política no Rio de Janeiro da 'PACificação'

Abstract

The article Awaiting, in Ruins: Urban Planning, Aesthetics and Politics in the Rio de Janeiro of 'Pacification' brings an ethnographic account on the PAC-Favelas (favelas upgraded under the Growth Acceleration Plan) in Manguinhos, former industrial suburb of Rio de Janeiro. The article begins by replacing the aesthetics of the works in the city's broader political context, in which the Pacification Police Units (UPPs) occupy a strategic position. It therefore examines the transformations imposed by the PAC on the structures of authority in the favela, affecting long-established power relations and political liaisons. Then it focuses on the role played by the new political actors engaged precisely in the interactions between structures of urban informality that constitute life in the Rio slums.

O artigo apresenta um relato etnográfico sobre o Programa de Aceleração do Crescimento nas Favelas (PAC-Favelas) em Manguinhos, antiga zona industrial do subúrbio carioca. O artigo começa por reconduzir a estética das obras ao contexto político mais amplo da cidade, no qual a política das Unidades de Polícia Pacificadora (UPPs) ocupa um lugar estratégico. Examino, então, as transformações impostas pelo PAC às estruturas de autoridade na favela, afetando relações de poder e de mediação política há muito estabelecidas. Finalmente, volto-me para o papel desempenhado pelos novos sujeitos políticos que atuam precisamente nos interstícios das estruturas de informalidade urbana constitutivos da vida nas favelas cariocas.
