Ciclos políticos eleitorais e a interação espacial de políticas fiscais entre os municípios brasileiros

Abstract

This paper aims to test if there is a spatial interaction on municipal expenditures (health, education and investments) in electoral years. The test is performed using data from 1997 to 2008 as Lockwood & Migali (2009). Our results suggest that there is positive spatial interaction between municipalities belonging to the same microregion in health and education expenditures. In electoral years the average increase is potentiated in investments and education expenditures. These results point out that increasing expenditures in electoral years may occur as a fiscal response by the city to the fiscal actions made by the microregion neighborhood.

Este trabalho investiga se existe interação espacial para os gastos municipais (saúde, educação e investimentos) tendo como base o modelo tradicional de ciclos políticos eleitorais. O teste realizado compreende o período entre 1997 e 2008 e segue Lockwood & Migali (2009). Os resultados sugerem interação espacial positiva para as despesas de saúde e educação, sendo que em ano eleitoral este aumento médio seja potencializado para os gastos com educação e investimentos. Nossos resultados sugerem que o aumento de gastos em períodos eleitorais pode ocorrer não de forma absoluta, mas sim em resposta à política fiscal adotada pelos municípios vizinhos, de forma relativa.
