Resumo

Professional and Technical Education is a very relevant topic in the public education policy in Brazil. Although there is still no clear configuration of a national policy in the country - with competences, prerogatives and resources legally established for the three federative entities-, this matter has been increasing relevance in the national agenda, and governments have been dedicating attention to it with greater action of the Union and the states. The City council of São Paulo operates in Professional and Technical Education through the 'Fundação Paulistana de Educação, Tecnologia e Cultura' (Paulistana Foundation of Education, Technology and Culture), which was established in 2004 to lead the process. Having undergone important transformations since 2015, with legal changes and updating of its pedagogical project, the Paulistana Foundation intends to strengthen its structure to be an effective instrument for strengthening the Professional and Technical Education Policy of the municipality. In this context, this monograph aims to deal with two questions. Initially, it intends to draw up a diagnosis of the foundation, identifying the main gaps of performance, in order to provide effective operation of it to fulfill its institutional role of the administrative, legal and financial fields. Subsequently, a plan of action is proposed with initiatives to attack the problems pointed out, aiming to strengthen the Professional and Technical Education Policy of the municipality. In addition to the delivery of these two products mentioned in the previous paragraph, the present also gives special attention to the influence of the form of organization of our federalist system, since the legal and institutional perspectives go towards strengthening the federative cooperation with the Public education policy. Thus, also with regard to Professional and Technical Education, it is sought to point a line in this direction for joint and integrated action in the city of São Paulo - from a national policy perspective.
