Abstract
Capital flow volatility is one of the most pressing financial problems facing developing and emerging economies. These countries expect steady and reliable inflows to promote investment in fixed capital and to help to finance temporary shortcomings in physical or fiscal resources. Flows that are volatile, unreliable or damaging can harm the prospects of development and hamper the ability of developing and emerging economies to catchup with the most advanced economies.
