This research was made aiming the identification and monitoring of the main challenges that the municipality of Santos, through its Department of Public Management, has for the implementation of the digitization program of the administrative processes of City Hall. It was performed a field research composed by four visits to the city of Santos to verify the development and real application of the program, besides has been done legal research, especially about the Decree and Municipal Ordinance that effectively created an obligation for all public workers of Santos to use an initial list of administrative processes only by electronic way. It was also developed research and comparison of experiences with other Brazilian government agencies that already adopted electronic administrative processes. The methodology used to carry out the work was visit site of study and a serial interviews with responsible managers (and also with public workers that uses the system), to collect information about the program, including its historic about the formulation stage, as well as understand impressions and expectations of servers. By the relevance of the theme allied to newer actions in public governance, we have examined if the program could be considered as a public policy, coming to a positive conclusion. We tried to contribute to the municipality and public workers of Santos helping them to build a methodology using indicators, which can measure the effectiveness and impact related to the Digital Processes.
